Apple-Metro, Inc., the New York area Applebee?s franchisee, will open New York City?s first USGBC LEED Gold Certified Restaurant on December 10.

The eco-friendly restaurant, located in the East River Plaza at 117th Street, will mark the chain?s 35th Applebee?s location.

?We are focusing on green practices and are on a regular schedule of renovating and remodeling our existing restaurants to ensure that Applebee?s in New York City is becoming more environmentally-friendly,? said Zane Tankel, founder and CEO of Apple-Metro, Inc.

?As we began construction on the 117th Street location, it became apparent that this needed to be New York City?s first USGBC LEED Gold Certified restaurant. We felt it would pave the way for all other restaurants to move towards making environmentally-conscious upgrades. It?s about being a good neighbor, both locally and globally.?

The casual dining restaurant which will seat around 350 diners, has over 40 environmentally-friendly upgrades including rainwater and daylight harvesting, waterless urinals, LED light fixtures, Energy Star equipment, living walls, and reclaimed wood.

At the front of the restaurant there will be a Green Education Touch Screen which will inform customers about the features that make the restaurant environmentally-friendly and the benefits of living in a green environment.

Free Wi-Fi service and Personal Viewing Systems, enabling guests to hear what they are watching on Applebee?s Flat Screen TVs are also available for the guest?s convenience.
Apple-Metro recently opened locations in the Bronx and Parkchester that are expected to create more than 300 local jobs.
It plans to open additional restaurants throughout 2013.

Insurance warning as rain continues ? This Is Jersey

Thousands of drivers and residents face further chaos after heavy rain continued to fall across the UK overnight, adding to the flooding crisis.

The Environment Agency has 198 flood alerts and 276 flood warnings in place in England and Wales, as persistent rain hit already saturated areas increasing the risk of river flooding. But forecasters say the wind and rain will finally begin to ease and instead freezing temperatures will take hold of the UK.

Three people have died in the flooding and around 900 homes have been evacuated because of the stormy weather, which has caused delays for train passengers and drivers.

North-west England and Wales again felt the worst of the weather on Monday night, where winds reached up to 55mph. Sleet fell over the Pennines with snow predicted in the Scottish mountains.

Gemma Plumb, a spokeswoman for MeteoGroup, the weather division of the Press Association, said: ?Although the rain was lighter last night than previous days, the rain fell on already saturated surfaces adding to the risk of flooding.

?It will become increasingly drier in most places as we go through today, with just East Anglia and south east England holding on to the rain.

?By the end of the day most of the rain would have lifted but temperatures will feel noticeably colder this week, dropping to freezing overnight.?

She added that the drier weather is unlikely to mark the end of the heavy rain, with early hints that more will return at the beginning of next week after a short respite for the battered UK.

Essex Fire and Rescue Service received more than 100 calls to flooding related incidents on Monday night.

A spokesman urged motorists to take care around flood water. He added: ?Rescuing motorists who have driven themselves into flood water ties up crews, which could be needed elsewhere, at incidents which are entirely avoidable.?

Holiday shopping off to record start

NEW YORK (AP) ? If you make holiday shopping convenient, Americans will come in droves.

It's estimated that U.S. shoppers hit stores and websites at record numbers over the Thanksgiving weekend, according to a survey released by the National Retail Federation on Sunday. They were attracted by retailers' efforts to make shopping easier, including opening stores on Thanksgiving evening, updating mobile shopping applications for smartphones and tablets, and expanding shipping and layaway options.

All told, a record 247 million shoppers visited stores and websites over the four-day weekend starting on Thanksgiving, up 9.2 percent of last year, according to a survey of 4,000 shoppers that was conducted by research firm BIGinsight for the trade group. Americans spent more too: The average holiday shopper spent $423 over the entire weekend, up from $398 last year. Total spending over the four-day weekend totaled $59.1 billion, up 12.8 percent from 2011.

Caitlyn Maguire, 21, was one of the shoppers that took advantage of all the new conveniences of shopping this year. Maguire, who lives in New York, began buying on Thanksgiving night at Target's East Harlem store. During the two-hour wait in line, she also bought items on her iPhone on Amazon.com. On Friday, she picked up a few toys at Toys R Us. And on Saturday she was out at the stores again.

"I'm basically done," said Maguire, who spent about $400 over the weekend.

The results for the weekend appear to show that retailers' efforts to make shopping effortless for U.S. consumers during the holiday shopping season worked. Retailers upped the ante in order to give Americans more reasons to shop. Stores feared that consumers might not spend because of the weak job market and worries that tax increases and budget cuts will take effect if Congress fails to reach a budget deal by January.

Retailers, which can make up to 40 percent of their annual revenue in November and December, were hoping Thanksgiving openings and other incentives would help boost what's expected to be a difficult holiday shopping season. The National Retail Federation estimates that overall sales in November and December will rise 4.1 percent this year to $586.1 billion. That's more than a percentage point lower than the growth in each of the past two years, and the smallest increase since 2009, when sales were nearly flat.

Matthew Shay, president and CEO of the National Retail Federation, said retailers can be encouraged by the first weekend of the holiday shopping season.

"Retailers and consumers both won this weekend, especially on Thanksgiving," he said.

Here were the trends that emerged over the weekend:

? Online wave: According to comScore, which tracks online spending, online sales rose 26 percent to $1.04 billion on Black Friday compared with a year ago. On Thanksgiving, online sales rose 32 percent from last year to $633 million. And online sales on Black Friday were up 26 percent from the same day last year to $1.042 billion. It was the first time online sales on Black Friday surpassed $1 billion.

? Thanksgiving shopping: Many stores, including Toys R Us and Target, opened on Thanksgiving evening this year. No data is out yet about how much shoppers spent on that day, but it appears that consumers took advantage of the earlier start: According to the National Retail Federation's survey, the number of people who shopped on Thanksgiving rose 23.1 percent. That compares with a 3.1 percent increase for Black Friday.

Linda and James Michaels of Portland, Ore., were among those shopping on Thanksgiving. They hit up the big sales on the day and got everything they were hoping for that night.

They picked up remote control cars and some Mickey Mouse items on sale at Toys R Us. Then they went a few doors down to Target and scored the last Operation game on sale for $7. They were even able to pick up some pajamas and shoes along the way for the kids. In total they spent about $300.

"I felt lucky that I caught the deals and there was no craziness, no fighting," said Linda Michaels. "I was nervous."

ShopperTrak, which analyzes customer traffic at 40,000 U.S. stores, plans to release sales data for Thanksgiving later this week, but the firm is estimating that retailers generated $700 million in sales on the holiday.

? Black Friday flop: It appears that the Thanksgiving openings may have hurt sales on the day after.

Black Friday is still expected to be the biggest shopping day of the year, but sales on that day slipped to $11.2 billion, down 1.8 percent from last year, according to ShopperTrak. That's below ShopperTrak's estimate that Black Friday sales would rise 3.8 percent to $11.4 billion.

Karen MacDonald, a spokeswoman at Taubman Centers, which operates 28 malls across the country, said that Thanksgiving openings hurt business. Based on a sampling of 10 malls, sales growth was unchanged up to mid-single digits on Friday, and unchanged up to low single digit on Saturday.

"It was a different feeling," she said. "It was a good Black Friday, but I don't think it was great."

The disappointing sales on Black Friday may have been the result of shoppers like Miguel Garcia, a 40-year-old office coordinator.

"I can't deal with all that craziness," said Garcia, who was at a Target in the Bronx borough of New York City on Saturday. "Compared to what I saw on TV yesterday, this is so much more comfortable and relaxed. I can actually think straight and compare prices."

Prof finds racial profiling in ads for data site

Dr. Latisha Smith, an expert in decompression sicknesses afflicting deep sea divers, has cleared criminal background checks throughout her medical career. Yet someone searching the Web for the Washington state physician might well come across an Internet ad suggesting she may have an arrest record.

"Latisha Smith, arrested?" reads one such advertisement.

Another says: "Latisha Smith Truth... Check Latisha Smith's Arrests."

Instantcheckmate.com, which labels itself the "Internet's leading authority on background checks," placed both ads. A statistical analysis of the company's advertising has found it has disproportionately used ad copy including the word "arrested" for black-identifying names, even when a person has no arrest record.

Latanya Sweeney is a Harvard University professor of government with a doctorate in computer science. After learning that her own name had popped up in an "arrested?" ad when a colleague was searching for one of her academic publications, she ran more than 120,000 searches for names primarily given to either black or white children, testing ads delivered for 2,400 real names 50 times each. (The author of this story is a Harvard University fellow collaborating with Sweeney on a book about the business of personal data.)

Ebony Jefferson, for example, often turns up an instantcheckmate.com ad reading: "Ebony Jefferson, arrested?" but an ad triggered by a search for Emily Jefferson would read: "We found Emily Jefferson." Searches for randomly chosen black-identifying names such as Deshawn Williams, Latisha Smith or Latanya Smith often produced the "arrested?" headline or ad text with the word "arrest," whereas other less ethnic-sounding first names matched with the same surnames typically did not.

"As an African-American, I'm used to profiling like that," said Smith. "I think it's horrendous that they get away with it."

Instantcheckmate.com declined to comment. The company's founder and managing partner, Kristian Kibak, did not respond to repeated emails and phone calls over a period of several months, and other employees referred calls to management. Company officials also declined to comment when visited twice at their call center in Las Vegas. Former employees said they had signed nondisclosure agreements that barred them from speaking openly about Instant Checkmate.

Instantcheckmate.com is one of many data brokers that use and sell data for a variety of purposes. The field is attracting growing attention, both from government and consumers concerned about possible abuse. Rapid advances in technology have opened up all sorts of opportunities for commercialization of data.

Anyone can set up shop and sell arrest records as long as they stay clear of U.S. legal limitations such as using the information to determine creditworthiness, insurance or job suitability.

Companies that compete with instantcheckmate.com include intelius.com and mylife.com. An examination of Internet advertising starting last March as well as Sweeney's study did not find any rival companies advertising background searches on individual names along racial lines.

Who can be trusted??
In its own marketing, Instantcheckmate.com sums up its mission like this: "Parents will no longer need to wonder about whether their neighbors, friends, home day care providers, a former spouse's new love interest or preschool providers can be trusted to care for their children responsibly."

According to preliminary findings of Sweeney's research, searches of names assigned primarily to black babies, such as Tyrone, Darnell, Ebony and Latisha, generated "arrest" in the instantcheckmate.com ad copy between 75 percent and 96 percent of the time. Names assigned at birth primarily to whites, such as Geoffrey, Brett, Kristen and Anne, led to more neutral copy, with the word "arrest" appearing between zero and 9 percent of the time.

A few names fell outside of these patterns: Brad, a name predominantly given to white babies, produced an ad with the word "arrest" 62 percent to 65 percent of the time. Sweeney found that ads appear regardless of whether the name has an arrest record attached to it.

Blacks make up about 13 percent of the U.S. population but account for 28 percent of the arrests listed on the FBI's most recent annual crime statistics.

Internet advertising based on millions of name pairs has only existed in recent years, so targeting ads along racial lines raises new legal questions. Experts say the Federal Trade Commission, which this year assessed an $800,000 penalty against personal data site Spokeo.com for different reasons (related to the use of data for job-vetting purposes), would be the institution best placed to review Instant Checkmate's practices.

The FTC enforces regulations against unfair or deceptive business practices. A deceptive claim that would be more likely to get people to purchase a product than they would otherwise would be a typical reason the FTC might act against a company, said one FTC official who did not want to be identified. For example, authorities could take action against a firm that makes misleading claims suggesting a product such as records exist when they do not.

"It's disturbing," Julie Brill, an FTC commissioner, said of Instant Checkmate's advertising. "I don't know if it's illegal ... It's something that we'd need to study to see if any enforcement action is needed."

Instant Checkmate's Kibak, who is in his late 20s, works out of a San Diego office near the Pacific Ocean. The son of a California biology professor, he did not respond to repeated phone calls and emails seeking comment about his business.

"We would consider the answers to most of your questions trade secrets and therefore would not be comfortable disclosing that information," Joey Rocco, Kibak's partner according to the firm's Nevada state registration, said in an email.

Instant Checkmate LLC maintains its official corporate headquarters at an address in an industrial zone across the highway from the Las Vegas strip. At the back of a long parking lot, the company shares a warehouse building with an auto repair shop. At one end, a large roll-up garage-style door opens to the company's call center. Workers face a gray cinder-block wall, their backs to the entrance. Staff declined to answer questions.

Data firms proliferate?
Sweeney's analysis found that some instantcheckmate.com ads hint at arrest records when the firm's database has no record of any arrest for that name, as is the case with her own name. In other cases, such as that of Latisha Smith, the company does have arrest records for some people by that name, although not for the doctor of hypobaric medicine in Washington state.

Laura Beatty, an Internet Marketing Inc expert in helping companies achieve prominent placement in Web searches, said instantcheckmate.com appeared to choose its ads based on combinations of thousands of different first and last names and then segment them based on the first names.

"There does look like there is some definite profiling going on here," she said. "In the searches that I looked at, it seemed like the more Midwestern- and WASP-sounding the name was, the less likely it was to have either any advertisement at all or to have something that was more geared around the arrest or criminal background."

Internet firms selling criminal records and personal data to the public have proliferated in recent years, as low-cost computing enables even modest operations to maintain large databases on millions of Americans. Such sites sell access to users for a one-time fee???$29.95 in the case of instantcheckmate.com???or via monthly subscription plans.

Instant Checkmate, first registered in Nevada in 2010, said in a recent press release posted online that the firm had attracted more than 570,000 customers since its start and counted more than 200,000 subscribers.

According to alexa.com, an Amazon.Com Inc site analyzing website traffic, instantcheckmate.com has ranged roughly between the 500th and 600th most visited U.S. site in recent weeks, making it an increasingly major player in this area.

The company is able to target its ads on an individual name basis through a program called Google AdWords. Instantcheckmate.com and others companies like it use Google AdWords to bid to place small text advertisements alongside search results on major websites triggered by the names in their data base. Such ads typically cost a company far less than a dollar, sometimes just a few pennies, each time they're clicked.

Google says it does not control what names appear in AdWords. "Advertisers select all of their keywords, and ads are triggered when someone searches for that name. We don't have any role in the advertiser's selection of unique proper names," said a Google spokesman.

Some in Congress have raised concerns about developments in the use of personal data. In October, Sen. John Rockefeller IV, a Democrat from West Virginia and chairman of the Senate Committee on Commerce, Science and Transportation, opened a probe into leading data brokers. "Collecting, storing and selling information about Americans raises all types of questions that require careful scrutiny," he said.

Even the Maya don't believe in apocalypse

John Scillitani does not want to be seen as a fanatic. As the proprietor of 2012apocalypse.net, one of the top Google hits for searches on the Mayan apocalypse, he'd be easy to paint in that way: His site features pictures of nuclear explosions, images of meteors hitting Earth and a variety of less-pleasant predictions from the darker parts of the Bible.

But over the phone, Scillitani comes across as friendly and likable. He has a family and a job ? he's a real estate agent in California ? and although he worries about the way the world is going, he says, he's not cowering in a bunker waiting for the end of the world to come.

"I'm just reading stuff and seeing some coincidences that are kind of eerie," Scillitani told LiveScience. He said he put together his site during "a phase" of intense reading about 2012 apocalypse predictions.

"I just love the mythology of it, and you watch a couple shows ? then you start doing research and going, 'Oh my god, there's this' and 'Oh my god, there's that,' and you start taking the numerology and trying to match stuff up," he said. [ End of the World? Top Doomsday Fears ]

Scillitani is not alone in his fascination with 2012 prophecies. The crux of these prophecies is the Maya Long Count calendar. An important cycle of this calendar draws to a close on Dec. 21, 2012. But while most media have painted Mayan apocalypse believers as misguided doomsday prophets, the reality is not quite so simple.

In fact, the cult of Maya enthusiasts is much more varied ? and much more adaptable ? than the media have given them credit for. While it's true that some fear the end of the world, many others look forward to Dec. 21 as a day of transformation and spiritual awakening. Predictions are as numerous as believers, and have even seeped back into modern Maya culture.

"There are all kinds of lines of thought," said Dirk van Tuerenhout, an anthropologist and curator of "Maya 2012: Prophecy Becomes History," an exhibit ongoing at the Houston Museum of Natural Science.

Who believes
It's impossible to quantify how many people believe something notable will happen on Dec. 21, and equally impossible to determine how many think that "something" will be apocalyptic. The online world of the Mayan apocalypse is chaotic and anarchic. Dueling interpretations and infighting appear common, and it can be difficult to tell who truly believes in the prophecy and who is a huckster looking to draw in the gullible.

The basic beliefs, however, all stem from the Maya Long Count calendar, one of three calendars used by the ancient Maya of Central America. On Dec. 21, 2012, our modern calendar coincides with the end of a 144,000-day cycle, or b'ak'tun. Two ancient carvings, one discovered this year, reference the date. The first, which dates back to about A.D. 669 and which was found in Tortuguero, Mexico, mentions the return of a deity associated with calendar changes on that day. The second, found in Guatemala, dates back to about A.D. 696. In that text, a struggling king attempts to shore up his rule by linking it to the 13th b'ak'tun that ends this year.

Historians, archaeologists and Maya experts are quick to point out that neither carving is apocalyptic. Nor did the Maya see the end of the calendar as the end of time itself.?

"It's absolutely not the end," van Tuerenhout told LiveScience. "This is just one calendar being exchanged for another."

Maya civilization peaked and collapsed before about A.D. 1000, though descendents of the empire still populate Central America. Westerners exposed to the concept of the Maya calendar imbued it with their own traditions, often drawn from the apocalyptic predictions of the Bible.

"It's that world of the ancient Maya colliding with the Western world, which has all kinds of religious traditions firmly anchored in these end-of-the-world types of beliefs," van Tuerenhout said.

Much of the current Maya concern traces back to a 1966 book "The Maya" (Thames & Hudson) by Yale University anthropologist Michael Coe, who briefly suggests the Long Count calendar might have been used to predict Armageddon. Other Maya experts contest this claim, but the fiery story has mutated and grown online.

For example, Azerbaijani-American author Zecharia Sitchin, who believed humans arose from extraterrestrials, also formulated the idea of planet Nibiru, an undiscovered body orbiting in a huge elliptical path in our solar system. This idea was later picked up by Nancy Lieder, the proprietor of Zetatalk.com, who says she channels the messages of benign aliens. In 2003, Lieder warned that Planet X or Nibiru would sweep by the Earth, killing most life on the planet. [ Doom and Gloom: Top 10 Post-Apocalyptic Worlds ]

That didn't happen, of course, but the idea of a deadly planetary collision stuck. A collision with Nibiru is one common theory of how the world will end on Dec. 21. [ 11 Failed Doomsday Predictions ]

Not the end, but a beginning
Other believers don't expect a fiery death, but a beautiful rebirth. The spiritual organization Foundation for the Law of Time, for example, believes Dec. 21 will usher in a new age.

"It's a time when there is an opportunity for spiritual rebirth and a transformation of consciousness, which has to do with the identification of the metaphysical realities, which will help manifest a global culture of peace," John Hoopes, an anthropologist at the University of Kansas who has tracked the online surge in 2012 apocalypse theories, said of the group's beliefs.

New Age subcultures are major drivers of 2012 Maya beliefs, Hoopes told LiveScience. The demographic is "spiritual, but not religious," Hoopes said.

People "are putting together their own practices that draw from Tibetan Buddhism and Tantrism and yoga, but also alchemy, astrology and tarot," he said. "It's what other authors have referred to as the invention of a sacred tradition, but it's very eclectic and pulls on stuff from around the world."

Not only that, but the modern world is chaotic and confusing, said Robert Sitler, a professor of Latin American studies at Stetson University in Florida and author of "The Living Maya: Ancient Wisdom in the Era of 2012" (North Atlantic Books, 2010).

People worry about climate change, species' extinction and environmental degradation, Sitler said.

"There is, I think, an attraction in looking back to cultures that we imagine had a better way of doing things," he told LiveScience.

What the Maya think
Of course, Maya culture still exists ? even if the empire is long gone. Sitler has interviewed a number of Maya people on their thoughts on the 2012 phenomenon, starting about six years ago. At first, he said, it was a bit like asking the average American about important dates in the Julian calendar, the calendar that Europeans stopped using in 1582.

"When I first started going, nobody knew what I was talking about, nobody had ever heard of it," Sitler said. "That's because that calendar fell into disuse a thousand years ago."

But intense media attention brought the calendar back to the Maya's attention, Sitler said. Out of 100 Maya, he said, "99 of them could care less about any of it," because they're busy with their daily lives. But because that culture sees ancestors as a source of wisdom, many Maya welcomed the import of their own history with open arms.

"There are Maya celebrations scheduled all over Mexico and Guatemala" on Dec. 21, Sitler said.

The Maya scoff at the idea the world will end on that date, he said, but tend to see it as the beginning of a new cycle. The importance of this cycle is often tied to the political issues affecting various regions, Sitler said. One group originally from the rain forest sees the new cycle as ending the world of vegetation or requiring some sort of environmental rebalancing. Another group that has clashed with the Mexican government sees the end of the b'ak'tun as heralding their political victory.

In many ways, the 2012 fever echoes earlier writings by outsiders who simply got the Maya wrong, Sitler said.

"It is in many ways unfortunate, I would say. There's a lot of hysteria, and the vast majority of the information online is simply inaccurate or misrepresents the situation. But there's very little that can stop that from taking place," he said. "People believe what they want to believe."

TEMPE, Ariz. (AP) -- Quarterbacks Taylor Kelly and Michael Eubank accounted for six touchdowns Saturday, and Arizona State became bowl eligible with a 46-7 rout over Washington State that ended the Sun Devils' four-game losing streak.

Arizona State (6-5, 4-4 Pac-12) had failed in four tries to become bowl eligible, bogging down against some of the best teams in the conference.

The Sun Devils finally broke through behind their quarterbacks and a resurgent defense that turned Washington State's Air Raid offense into Air Dud.

Kelly threw for four touchdowns and Eubank had one each on the ground and through the air. Arizona State's defense forced two turnovers in the first half and Chris Coyle had a pair of touchdown catches to put the Sun Devils up 32-0 in their final home game of the season.

Washington State (2-9, 0-8) capped a tumultuous week with a disappointing performance.

Trying to fight the distraction of star receiver Marquess Wilson's acrimonious split with the team, the Cougars came out flat and were run over from the start.

Washington State's defense allowed 561 total yards and its offense got no support from the running game, which produced 1 yard on 19 carries.

Kelly had struggled as teams closed in on the Sun Devils' running game, throwing seven interceptions during the four-game losing streak.

The sophomore overthrew a couple of receivers early against Washington State, but was at his just-make-it-happen best on Arizona State's second drive, flipping a short pass that Rashad Ross turned into a 15-yard touchdown.

Kelly used a hard pump fake to get Washington State's defense to come in on the next drive, leaving Coyle wide open for an 18-yard touchdown catch. Kelly added a 17-yard TD pass in the second quarter, though Marion Grice did most of the work, racing through what seemed like all of Washington State's defense on his way to the end zone to put the Sun Devils up 25-0.

Eubank got in on the action next, following an interception by Keelan Johnson with a 29-yard touchdown pass to Coyle in the second quarter, then opened the third by scoring on a 1-yard dive.

Kelly added another score late in the third quarter, scrambling long enough to find Ross for a 31-yard touchdown that put Arizona State up 46-0.

Kelly threw for 246 yards on 20 of 23 passing, while Eubank was 7 for 9 for 55 yards.

The big day by Arizona State's quarterbacks added to Washington State's misery in what has been a rough first season under Mike Leach.

After opening with a pair of wins in their first three nonconference games, the Cougars struggled once the Pac-12 season started, losing their first seven games.

It got worse last week when Wilson quit the team, saying the coaches had physically, mentally and verbally abused him.

Leach denied the allegations, just as he did at Texas Tech, where he was fired in 2009 after being accused of abusing a player.

The Cougars vowed not to let Wilson's accusations become a distraction.

They didn't play like it.

Washington State ended its first fruitless drive by bouncing a snap on a punt, setting up Arizona State for a 21-yard field goal. The Cougars didn't get much better from there, managing more punts than first downs (5-4) at one point of the first half while Jeff Tuel and Connor Halliday each threw interceptions.

The Pac-12's passing leader, Washington State had 240 yards passing - 137 below its season average.

Survive-It Caters To Firms Preparing For Emergency... | Stuff.co.nz

Rod Hall learned about the importance of keeping a well stocked emergency kit nearby with medical, food and water supplies when he sailed around the world with his wife. They needed to learn what to do if they were stranded at sea in a life raft.

The pair got to dry land safely, and now live on Wellington's Kapiti Coast. Hall started Survive-It in 2005 to produce emergency kits and create survival plans for people.

The company now employs four fulltime staff and a few extra part-timers, several of whom travel the country assessing and training workplaces on how to get through an emergency.

"When I arrived here I had a look at all the civil defence advertising that was happening on television and radio, what products were available to fill the needs for preparedness. There didn't seem to be an awful lot back then," Hall said.

"I decided to set up a civil defence and emergency equipment business, originally selling backpack kits and equipment for the home market. After doing that for around two years I realised that supplying to businesses, large corporates and government departments was an area that really needed to be covered off properly."

Survive-It, catering for businesses with between one and several hundred employees, performs free workplace assessments before people buy its office kits.

Kits include items such as water purification tablets, whistles, dust masks, ropes, hand sanitiser, ponchos, safety glasses and escape tools such as hacksaws. The company works from Ministry of Civil Defence & Emergency Management guidelines.

Survive-It provides full life cycle support for the kits, refreshing the water supplies and updating exit plans where necessary.

Hall believes every floor of an office building should have an emergency kit with enough food and water for each person working there to last three days. Workplaces tended to have first aid kits but little else.

"We see a big range. Some people are not prepared at all and some companies are very well prepared. We can go in to a workplace with absolutely nothing or another so well prepared it even has its own rescue teams trained."

Hall said the business invested a lot of time into helping its clients understand what they needed to do in an emergency.

Awareness of the need to prepare had increased nationwide following the Christchurch earthquakes and Gisborne had a historically high awareness of tsunami preparedness.

"Wellingtonians have always been pretty aware of the risks. Aucklanders used to not be so concerned, but now are getting more aware of what they need to do, with it highlighted in the press about tsunami and volcano risk."

The business grew with word of mouth and internet advertising through Google. It recently featured in the Deloitte Fast 50 as a high growth company.

Hall, a Coastguard search and rescue master in his spare time, said the biggest challenge was always staying "ahead of the game", making sure items in the kits were regularly tested by third parties.

"One of things we say is, if you buy one of our survival kits, we expect it to work in an emergency. We have very high standards in those regards."

Top U.S. House tax writer vows tax reform in 2013

WASHINGTON (Reuters) - The House of Representatives' top Republican tax writer on Thursday pledged to tackle a full-scale overhaul of the tax code in 2013, but offered few specifics on how to get it done.

Republican Dave Camp said in the text of a dinner speech that the House Ways and Means Committee, which he chairs, "will write, act on and pass comprehensive tax reform legislation in 2013."

He added, "Let me repeat that: we intend to move a comprehensive tax reform bill in 2013 - no matter what."

The U.S. tax code has not been thoroughly overhauled since 1986. Since then, it has become riddled with loopholes even as the federal budget has slid deeply into deficit.

Bipartisan political support for tax reform has been building in response to the deficit and growing criticism that the tax code is not only inadequate, but to some, unfair.

"One thing that is virtually undisputed though is that tax reform always takes leadership from the Oval office," Camp said.

"Nearly everyone who worked on the ?86 Act has said that it required the leadership of the president of the United States. President Ronald Reagan made tax reform a cause."

Camp challenged President Barack Obama, re-elected to a second four-year term last week, to lead on tax reform, while hewing closely to Republican opposition to the Democratic president's call for raising tax rates on wealthy Americans.

"The president has a choice to make before the end of the year. Does he simply want to stand for higher tax rates on top of a broken code, or will he support comprehensive tax reform that strengthens our economy?" Camp said.

Obama has urged major tax code changes, as well, and has offered a plan to end a number of corporate tax breaks and lower the corporate tax rate.

Camp also has a corporate tax plan. But the two political parties remain deeply divided on the urgent question of what to do about individual income tax rates, which will rise sharply at the end of the year unless Congress reaches an agreement on dealing with the "fiscal cliff."

If mishandled, the tangle of tax increases and deep federal spending cuts threatens to push the economy back into recession. A key component is what to do about income tax cuts pushed through a decade ago under Republican President George W. Bush.

Obama wants these low tax rates to be extended for 98 percent of Americans, but allowed to expire for the wealthiest 2 percent. Republicans want to extend the low rates for all.

Both sides agree more government revenue is needed to lower the budget deficit, but Republican leaders have said their party will not consider tax rate increases to accomplish that. Instead, they favor tax reform and tax cuts, saying these steps would spur the economy and boost government tax revenues.

4A STATE FOOTBALL: Playoffs kickoff tonight for No. 6 Aztec, No. 7 Piedra Vista and No. 9 Farmington

Though the season hasn?t gone exactly according to plan for the Aztec Tigers, the team is where it wanted to be after winning the 4A state title in 2011 ? back in the state playoffs with a chance to defend the title.
The title defense begins tonight at Fred Cook Memorial Stadium when the No. 6 Tigers (5-4) host No. 11 Santa Fe (5-5).
Santa Fe went 4-0 to win its district, but the Demons come into Aztec as big underdogs.
The entire Santa Fe offense has revolved around senior running back Anthony Abeyta this season. Abeyta is averaging 146.7 yards per game on the ground this season, taking the ball from quarterback Jordan Booth-Homer, who averages almost 50 yards a game on the ground himself.
The Demons don?t look to the air often, with Booth-Homer averaging just 50 passing yards per game.
Aztec?s run defense may be tested, but the Tiger linebackers should be working to contain Abeyta all game while forcing someone else to make plays.
The Tigers offense has the ability to end this one quickly. Santa Fe sophomore linebacker Isaiah Taylor has had an impressive season with 102 tackles, but the Demons will struggle to stop the passing attack of Aztec.
Aztec senior quarterback Adam Lucero is throwing for an average of 298.5 yards per game while passing for 26 touchdowns, 11 of which have gone to senior wide receiver Brad Hardin, who has also rushed for six touchdowns this year.
The Tigers know they have a chance to end this game via mercy-rule early, and that is certainly the goal.
?We need to come out strong and finish that way. Hopefully we can get them to drop their buckets,? Lucero said. ?Anytime we play a team, we want to beat them 50-0. That is always our goal.?
With No. 3 Artesia awaiting the winner in the state quarterfinals, talk is already circulating down South with some Bulldog fans even calling for Santa Fe to upset Aztec.
?Last year when we played Roswell in the quarterfinals, people were saying we were going to lose then, but we ignored them and brought home the blue,? Lucero said. ?That is the plan this year. We will worry about Artesia when it is time to play Artesia.?

No. 10 St. Pius X at No. 7 Piedra Vista
The rematch is on at Hutchison Stadium.
Piedra Vista (8-2) is looking for a bit of revenge tonight as St. Pius X (5-5) rolls back into San Juan County for the third time this season.
Winners of an Oct. 19 game at Piedra Vista, the Sartans will be a confident bunch opening the playoffs at the Panthers.
In the team?s first defeat of the season, PV turned the ball over four times while committing an uncharacteristic 16 penalties en rout to a 30-28 loss.
?We aren?t going to make the costly mistakes. Four turnovers and 16 big penalties killed us last game, and we only lost by two,? said PV senior Bryson Martinez. ?We won?t beat ourselves this week.?
PV defeated Kirtland Central and No. 6 Aztec before losing the final week of the season to No. 9 Farmington.
The Panthers weren?t certain another home game would be in the cards after the loss, but hosting a home playoff game means everything to the PV seniors who have never even played in the state tournament.
?Getting at least one more home game is huge for us, and we are going to make the most out of it,? Martinez said.
The Sartans? offense revolves entirely around the run. Quarterback Javier Jaramillo is a threat to run, but Nic Stafford destroyed the Panthers defense out of the backfield in the last meeting.
However, Stafford sustained a leg injury a few weeks ago and may be questionable for tonight?s game.
With or without Stafford, the Panthers know they have to wrap up the Sartan ball carriers.
Stopping the run will be a bit more difficult without senior lineman Dylan Terry.
?That is a huge loss. He is our anchor, so to speak,? Martinez said. ?But I feel we have guys who are ready to step in and have success.?
The Panthers will look to get Stratton Waller going early in the run game to wear down the Sartan defense, but PV will need a better game out of quarterback Isaiah Valdez than he had against Farmington a week ago.
Look for the junior to come out and respond well after his three-interception performance that included a fumble.
Quick screen passes will get Valdez in a rhythm early, and having a dynamic playmaker such as Beau Clafton in the backfield to take tosses will also help keep the Panthers well-rounded.
With a trip to No. 2 Los Lunas on the line, expect both teams to come out firing tonight.

No. 9 Farmington at No. 8 Moriarty
After not being awarded a home game in the first round of the state playoffs, Farmington hits the road to face a feisty Pintos squad.
The Pintos (7-3) have been tough at home, going 4-1 and losing only to
No. 4 Belen 34-33 this season.
Since losing 42-0 to
No. 7 Piedra Vista in Week 5, Moriarty put together a five-game win streak to finish the season.
But the Scorpions (7-3) bring a powerful defense to Moriarty tonight fresh off a big win against Piedra Vista.
With an athletic defensive front and hard-hitting linebackers, the Scorps have dominated defensively.
The offense has also cleaned up its turnover problem, helping the defense win the field position battle.
?Offensively we have to take care of the ball and play smash-mouth football,? said Farmington junior running back and linebacker Austin Foutz.
Quarterback Jacob Lucas has matured along with the rest of the Farmington team this season. The junior has made smart decisions in the option running game while also showing accuracy when asked to pass.
Head coach Gary Bradley has used the play-action pass with perfect timing this year, leading to big gains through the air even though Farmington passes less than 10 times per game.
Expect this to be a tough, grueling game. While Moriarty has home-field advantage and confidence from its winning streak, Farmington?s defense will negate any advantage the Pintos may have coming into this one.
?We just have to come out ready to play and be really physcial throughout the whole game,? said Foutz. ?I believe our defense is better, and we just have to show them who the real green team is.?
No. 1 Goddard awaits the winner of this matchup, but you can bet neither team has been looking past this first-round game.
