Nasa science boss in cash 'fight'
Nasa's science chief has told planetary scientists he is "in there fighting for you" after the swingeing cuts proposed to the robotic exploration budget.
Former astronaut John Grunsfeld was speaking at the Lunar and Planetary Science Conference in Texas.
He faced more than 1,000 researchers at a special session to explain the 21% cut to planetary science in President Obama's latest budget request for Nasa.
The decision forced the agency to pull out of joint Mars missions with Europe.
Mr Grunsfeld took over as science chief on 4 January this year, after the key budgetary decisions had already been made. He has previously admitted he was disappointed when he learned of the proposals for planetary science.
"The Nasa budget was really the result of some tough choices and national priorities," he told his audience.
"The fact that the Nasa's planetary budget took such a great hit was one of those tough priority settings," and added: "It was a strategic decision."
The planetary exploration budget funds robotic missions to other bodies in the Solar System, such as Mars, the Moon and the outer planets.
The proposal for the Financial Year 2013 reduced the planetary science budget from $1.5bn to $1.2bn. The cuts would, in the words of one scientist, plunge the field into its biggest crisis since the 1980s and is considered likely to lead to the loss of up to 2,000 hi-tech jobs.
Although planetary science was a loser in general, Mars exploration was singled out for particular cuts, receiving $360.8m, which amounts to a reduction of almost 40% from the FY2012 estimate.
This kind of funding drop precludes Nasa from starting new missions in this part of its portfolio.
After the speech, Mr Grunsfeld fielded a question from Jim Bell, a planetary scientist and current president of the Planetary Society, a space advocacy organisation in California.
Prof Bell, who was one of the lead investigators on the Mars rovers mission, implored Mr Grunsfeld and Nasa's director of planetary science Jim Green to "fight back" against the plans, even if "you lose your jobs" because, he said, "it's the right thing to do".
In response, Mr Grunsfeld recalled a time in 2004 when he had considered resigning from Nasa's astronaut corps over a decision not to save the Hubble Space Telescope (HST).
He said: "History repeats itself? I decided on 4 January not to flee - I'm in there fighting for you."
'Weak' community?Dr Mark Sykes, director of the Planetary Science Institute in Tucson, pressed Mr Grunsfeld on the James Webb Space Telescope (JWST).
The mission comes under a different budget at Nasa and represents the agency's successor to the HST. But it has already been delayed by several years and costs have ballooned by about $1.5bn.
Dr Sykes asked: "JWST went from $519m to $628m? it was about $100m that was contributed by the planetary science division to JWST. Is there a rationale for that level of contribution?"
Mr Grunsfeld replied that it was not a valuable exercise to try to "trace the dollars" and that if different divisions of science at Nasa were to fight, "we all lose".
After the session Dr Sykes told me: "Budgets are a conservative process and if you have a flat pot of money and something goes up and something comes down? it's a conservative process."
He added: "There is a little question about what's the motivation, or the policy underpinning that - who knows?"
But at a community forum at the LPSC on Tuesday, scientist and author Andy Chaikin said the cuts had occurred because "the planetary community is seen in some circles as being weak".
He added that the plans would be "starving the pipeline that sustains education and research in planetary science".
Spreading the painMr Grunsfeld said that it would have been a mistake to spread cuts equally across Nasa's science portfolio: "The one way you can make sure that Nasa's dollars are less efficient is to take operating missions and those in development and say, 'you were going to launch in 2016, but now you can't go until '17 or '18.
"For the agency that means it's going to cost $200-$300m more. Planetary science happened to be in a place where we had just launched [Mars Science Laboratory], we had just launched [the Juno mission to Jupiter] and they could take the hit and not create a situation where there was a mission well through development that was going to get cut and it would have cost hundreds of millions more."
However, one researcher told me: "That's like saying things are coming to an end."
Many scientists are angry that the proposals ride roughshod over the results of the Planetary Decadal Survey, which laid out a vision for future exploration based on the priorities of the planetary science community.
This identified the goal of returning samples from Mars as a science priority. Joining Europe on its ExoMars programme, which aims to send landers to Mars in 2016 and 2018, would have led down that road.
However, some at Nasa had been reluctant to commit to so many costly "flagship" missions with a foreign agency, and have now got their wish.
The FY2013 budget proposal shifts funds to human spaceflight and space technology, in line with the agency's major commitments going forward to fund the development of a huge new rocket and capsule system to take astronauts beyond low-Earth orbit to destinations such as the Moon and asteroids.
But at the community forum session here at the LPSC, Dr Laurie Leshin from Nasa's Goddard Space Flight Center, said that it made no sense for Nasa to cut the scientists who were vital for supporting such missions, including allowing them to land safely at their destinations.
At the event, Prof Steve Squyres, who chaired the Planetary Decadal Survey, said the community had to put on a united front in order to fight the plans, not as scientists who studied Mars or outer planets, "but as space scientists".

Rescue creditors: Greece may miss debt target

BERLIN (AP) ? Greece's international creditors see "significant risks" that the country might fail to bring down its debt burden within targets, meaning it would require more rescue loans.
In a document seen by The Associated Press on Tuesday, they say Greece's program of austerity measures and structural reforms "could be accident prone."
"Authorities may not be able to implement reforms at the pace envisioned," said the report by the International Monetary Fund, the European Commission and the European Central Bank.
The Greek program could lower debt to 116.5 percent of GDP by 2020, but the minimum target set by the bailout creditors is 120.5 percent by 2020.
On top of concerns that reforms are too slow, the Greek economy faces a grim outlook. It is in its fifth year of recession and would need to recover before debt reduction plans can have much effect.
The Bank of Greece predicts the economy will contract another 4.5 percent in 2012 and remain in recession next year, while unemployment will surpass 19 percent on average this year.
Overall, the bailout creditors' report sees a risk that the program would bring debt down to only 145.5 percent of GDP by 2020, even after taking into account losses accepted by private creditors.
"Stress tests point to a number of sensitivities, with the balance of risks mostly tilted to the downside," said the report dated March, 11.
"Greater wage flexibility may in practice be resisted by economic agents; product and service market liberalization may continue to be plagued by strong opposition from vested interests; and business environment reforms may also remain bogged down in bureaucratic delays," it reads.
Moreover, Greece is heading toward a general election in late April or early May, likely causing further delays to reforms. A new government might take also seek to change the terms of the bailout program.
"It may take Greece much more time than assumed to identify and implement the necessary structural fiscal reforms," the document says. Revenue from selling state assets my also fall behind expectations "due to market-related constraints, encumbrances on assets, or political hurdles," it notes.
"The debt trajectory is extremely sensitive to program delays, suggesting that the program could be accident prone," it said.
A debt level of more than 120 percent of economic output is often seen as unsustainable in the long term. As concerns rise over the country's ability to bring debt back down, investors drive its borrowing rates on bond markets higher. That eventually makes it too costly for the country to tap bond markets to finance its existing debt, requiring it to be bailed out ? as happened to Greece, Ireland and Portugal.
Athens received a second bailout this year. Combined with its first rescue package, the country stands to receive a total of more than ?172 billion ($227 billion) in rescue loans from other eurozone countries and the International Monetary Fund over the next few years.
Parliament approved a new international bailout deal early Wednesday, which will see it receive the additional ?172 billion. Lawmakers backing the coalition government of socialists and conservatives voted in favor of the new agreement, after the Communist Party staged nationwide protests against the deal.
Greece must continue with its austerity measures in order to ensure the funds are disbursed in regular installments, and will be under tight supervision from its creditors.
Harsh austerity reforms, however, have led to frequent strikes and often violent demonstrations.
Even if the program is successfully implemented, Greece's prospects of returning to the markets to refinance its debt remain uncertain given the likelihood that investors will demand high interest rates, the report noted. The fact that most of Greece's debt is in the hands of eurozone governments and the IMF, which would get repaid first in case of another default, means investors will be wary of buying Greek bonds again.
The report did not provide an estimate of how many billions more Greece might have to borrow from its creditors or Europe's new permanent bailout fund, the ESM, but the finding echoed a similar conclusion in a recent creditors' report on Greece's progress in implementing the reforms.

But you have to be careful. Just because you are making contact with a potential client or with a repeat customer, albeit traditionally or via one of the social?networks doesn?t mean that you are connecting or servicing a need.
Did you know that there are rules of real estate marketing engagement which regulate how many touches you are legally entitled to?
Most of the time, these ?rules? or laws, specifically pertain to electronic contact, can be found in the origianl Can-Spam Act of 2003, which was updated in 2008.
Following the Can Spam Act isn?t complicated. Here?s a rundown of CAN-SPAM?s main requirements:
- Don?t use false or misleading header information. Your ?From,? ?To,? ?Reply-To,? and routing information ? including the originating domain name and email address ? must be accurate and identify the person or business who initiated the message.
- Don?t use deceptive subject lines. The subject line must accurately reflect the content of the message.
- Identify the message as an ad. The law gives you a lot of leeway in how to do this, but you must disclose clearly and conspicuously that your message is an advertisement.
- Tell recipients where you?re located. Your message must include your valid physical postal address. This can be your current street address, a post office box you?ve registered with the U.S. Postal Service, or a private mailbox you?ve registered with a commercial mail receiving agency established under Postal Service regulations.
- Tell recipients how to opt out of receiving future email from you. Your message must include a clear and conspicuous explanation of how the recipient can opt out of getting email from you in the future. Craft the notice in a way that?s easy for an ordinary person to recognize, read, and understand. Creative use of type size, color, and location can improve clarity. Give a return email address or another easy Internet-based way to allow people to communicate their choice to you. You may create a menu to allow a recipient to opt out of certain types of messages, but you must include the option to stop all commercial messages from you. Make sure your spam filter doesn?t block these opt-out requests.
- Honor opt-out requests promptly. Any opt-out mechanism you offer must be able to process opt-out requests for at least 30 days after you send your message. You must honor a recipient?s opt-out request within 10 business days. You can?t charge a fee, require the recipient to give you any personally identifying information beyond an email address, or make the recipient take any step other than sending a reply email or visiting a single page on an Internet website as a condition for honoring an opt-out request. Once people have told you they don?t want to receive more messages from you, you can?t sell or transfer their email addresses, even in the form of a mailing list. The only exception is that you may transfer the addresses to a company you?ve hired to help you comply with the CAN-SPAM Act.
- Monitor what others are doing on your behalf. The law makes clear that even if you hire another company to handle your email marketing, you can?t contract away your legal responsibility to comply with the law. Both the company whose product is promoted in the message and the company that actually sends the message may be held legally responsible.
- For?Your Have Met Clients?and more specifically, clients you have done business with in the past, when communicating my email, you have up to 18 months to remain in contact with said client after the business relationship has ended unless he or she has intiated or given content to remain apart of your marketing funnel.
The Can-Spam Act is applicable to messages that are commerical in nature. These are messages that advertises or promotes a commercial product or service, including content on a website operated for a commercial purpose.
Just listed, just sold messages?or announcements of new services i.e. we now do short sales or we can help you with your tax appeals,?falls under this category. If the message contains transactional or relationship content, this would include updating a customer about an ongoing transaction, the CAN-Spam Act does not apply.
Often times though, commerical messages are mixed with transactional messages. In this case, a case where there is both commerical and tranctional or realtionship content, the original intention of the message would superceed and dicate if?the Can Spam Act should be applied.
Other messages with non-commerical or non-relationship content?are not regulated by Can-Spam Act. These are the happy?birthday, anniversary wishes, thinking of you cards are usually examples of other messages.
We look to the Can Spam Act to give us directions on how to engage via email, but when we are engaging via one of the social network, you must look to that network?s Terms of Service.
In either case, whether you are making contact traditionally or via one of the social networks, you should check yourself and ask the following questions:
- 1. Am I providing value for my current or past client?
- 2. Am I giving them clear instructions in how to refer me new business?
- 3. Do they want to continue to hear from me?
- 4. What community, neighborhood, safety, or service information would be relevant to them or someone they know?

Simone Farrow Swimsuit Model Accused of Heading Drug Ring ...
The international swimsuit model accused of being the mastermind of a worldwide drug ring run out of a Hollywood apartment has been arrested in Australia after skipping out on bail over a month ago.
Simone Farrow, who was once the face of the Ed Hardy brand of bikinis, used 19 different aliases to ship methamphetamine around the world by FedEx and even the postal service, according to the Drug Enforcement Agency and Australian police.
The 37-year-old, who was arrested in Queensland on Australia?s Gold Coast and extradited to Sydney last week, denied the charges and claims that she was in hiding after running for her life.
?The only reason I?ve done this is because someone was trying to murder me,? Farrow told Australia?s Sunday Telegraph. ?I?ve been in ? relationships with numerous underworld figures or whatever you want to call them and I feel that maybe they feel threatened by my situation.?
Farrow was first arrested in October 2009 after flying to Australia while the United States DEA was raiding her Sunset Boulevard apartment, allegedly seizing drugs and documents.
After having a friend post her $150,000 bond in February, Farrow skipped bail. Police in Australia finally caught up with Farrow last week, at a cheap Gold Coast hotel.
Under the stage name Simone Starr, Farrow was a bikini model, pin-up girl and a Penthouse magazine ?pet,? while making FHM magazine?s Sexiest Women In The World list three times. Farrow was also promoting herself as a singer/songwriter, and on her website, as a would-be reality show star.
Australian authorities now insist that behind that high-fashion facade, Farrow was leading a double life trafficking high-grade crystal meth, hiding them in shipments of bath salts.
?It?s not uncommon in the modeling and entertainment industry,? former special agent Brad Garrett told ABC News. ?If your skill set doesn?t take you any place else, where?s it going to take you? A quick buck would be distributing methamphetamine. It tells me that she was not that sophisticated, and she may be desperate for money.?
Investigators are saying that Farrow was the brains behind the ?ongoing criminal enterprise,? which they purport involved at least seven people.
One of the members of the alleged drug syndicate committed suicide in a Hollywood motel after being contacted by US authorities, the Sunday Telegraph reported.

Calpe Restaurant Review: Ni Hao Chinese Restaurant in Calpe
Last week my partner and I were hankering for a Chinese meal but instead of heading to our usual haunt we decided to try the Ni Hao Chinese Restaurant on the corner of Calles X?bia and Gibraltar, near the Plaza del Mediterraneo by the Playa La Fossa/Levante. Would it be as good as our usual Chinese restaurant in Calpe? Let?s see shall we.
The Ni Hao Chinese Restaurant looks quite big and has a bright yellow sign above a large outside dining area, although at the moment this is not being used for outside dining due to the March evening temperatures. Looking at the Men? del Dia prices on the board outside things looked encouraging. Prices ranged from 4.50? to 8.80? for a Men? del Dia which included half a bottle of wine or water and dessert or coffee. The Ni Hao Chinese Restaurant in Calpe also has a comprehensive ? la carte menu too. We entered and were enthusiastically greeted with a rather shouty ?Hello!?. After being shown to our table we were bought some complimentary prawn crackers and the menus. Everything looked good so far?
Starters
At the Ni Hao Chinese Restaurant in Calpe the menu is set out slightly different from other Calpe restaurants. Here the men? del dia offered a choice of 12 meals with a set starter and a set main course, each coming with fried rice or noodles. It appears however that you can have a choice of starter with any main course. The choice of starters being between Chinese salad, chicken soup, hot and sour soup or spring roll. I, as usual, chose the hot and sour soup, whilst my girlfriend opted for spring roll, as usual. Yes, it may seem boring to always chose the same dish but it is good for comparative purposes at different Calpe restaurants!
My hot and sour soup arrived very quickly but the spring roll took a little longer. I prefer it when the courses arrive to all diners at the same time but at these prices I can?t really expect too much. My hot and sour soup had lots of egg on top and was slightly darker than usual but it had a lovely flavour. My girlfriend enjoyed her spring roll very much. It was large, hot, and tasty, and the sweet sauce supplied with it was paler than some restaurants, but she liked it a lot. Things were looking good for Ni Hao Chinese Restaurant in Calpe.
Mains
In the men? del dia the choice of mains at the Ni Hao Chinese Restaurant in Calpe is okay. There are twelve mains to choose from, including omelette, sweet and sour pork, chicken with almonds, duck with bamboo, up to the most expensive being shrimp with bamboo and mushrooms. All come with a choice of fried rice or noodles. My girlfriend picked chicken with curry sauce and I decided on roast pork with hot sauce.
The fried rice and chicken curry arrived a few minutes before mine but it did smell nice. I had a quick taste and seemed fine. The rice looked a little sad though, almost as if it had been sitting around for a while. My roast pork in hot sauce arrived soon but I?m afraid to say that it neither hot in physical heat or in spiciness. In fact it was luke warm, bland and ?gloopy?. I didn?t enjoy my main course at all and with the rice being far from good I was very disappointed. My dining partner wasn?t enjoying her meal that much either. Like my dish, her sauce had no spicy heat and she decided that it needed much more ?curry-ness? to it.
Fortunately the half bottle of wine included with the meal was quite pleasant and was going down well!
Desserts
The waitress was rushing us through our meal which was a little annoying, so we soon came to choosing a dessert. The menu stated that all meals came with ice cream or coffee but she also offered us a choice of flan. Being naive by girlfriend ordered the flan expecting to receive a nice looking cake-type dish but instead she was given a shop-bought creme caramel plonked straight from the pot into a dish. My vanilla ice cream was probably the worst that I have ever had in a men? del dia in Calpe. It tasted like the cheapest vanilla you might buy from a supermarket ? perhaps the equivalent of a Spanish ?Tesco Basics? ice cream. Nasty. I nearly didn?t eat it!
What do we think?
I?m always honest in these Calpe restaurant reviews and I like to give the positives along with the negatives. I know that lots of expats (especially British) eat at the Ni Hao Chinese Restaurant in Calpe but in my absolutely honest opinion you can walk 5 minutes down the road, pay a euro more, and have a much better meal at the BeniAsia Chinese Restaurant in Calpe Port. The food is better there and the atmosphere and service is great. Sure, food and eating at restaurants is all personal opinion and this is mine (and my partners)!
The service at the Ni Hao Chinese Restaurant in Calpe was very rushed, until we wanted to pay the bill of course, when they completely ignored us for a long time. We sat down to eat at 8.15pm. We had our dessert bought to us at 8.50pm but it wasn?t until 9.25pm until we finally got to pay, twenty five minutes after the dessert dishes had been cleared from the table. The service was very terse and a little rude (probably because we weren?t regulars) but we were bought a small liqueur with the bill, which is always a plus point in my view. The final meal cost just 11.40? for two (less than the price for one person in many restaurants) but sometimes a cheap meal is just that ? cheap but nothing more.
We personally wouldn?t recommend the Ni Hao Chinese Restaurant in Calpe to our friends or family and we won?t be returning. If anyone can recommend another great Chinese restaurant in Calpe to us (besides the BeniAsia), please do!
